Only in hell gives 100% annihilus, in nightmare it is less than 100% and in normal clone it only drops normal objects.

I have never heard of DC Walking at Norm or Nightmare, Hell difficulty is required as far as I know. Some says that it is not 100% below Hell. I'd search hell game at Your place. Uber diablo is stronger version of Hell Diablo, so I doubt Blizz devs would allow to spawn Hell boss at lower difficulty.

PS: I can tell You, that DC can spawn even on Classic Hell game, but Classic one gives no drop.

I think it is a legend that can come out in normal and nightmare. Some say it comes out but I don't know
