The walk will happen some time during that 3.5h window. (Window begins in 30min).

He will say the region 10 minutes before walking it.

But again, the exact time is going to be somewhere in that 3.5 hour window.

At least thats the way I understand it

its not even time yet and you think that hes trolling us lol, 15 minutes till the set time starts then it could be anytime between then and +4 hours, he has invested alot of his own time + money organising the walk, I wouldnt blame him if he decides to drag it for a bit.
