You need 80 to 125 to spawn. It spawns random at minimum 80 sold.
The stages are also random, 2nd could be at 10 sold and could be at 50.
Europe 2/6 - is like that from the last walk that was at 4am. Looks like the sold a bit more then they should.
You can check stages ingame by typing /uberdiablo
