Even though the market has been some what limited to P2W RNG boxes you are still able to purchase APEX and sell them to players which result in Cash vs. IGG transactions.
The game will remain P2W until any and all cash shop items are un-tradeable and the Crystals have been removed from the credit market place.

You can illegally buy gold in almost every mmo, there are very few mmo's where gold doesn't translate to some form of advantage or equipment. So, yes Archeage is p2w, but no more than almost any other game out there.
