easiest way is to do dungeon dailies for the 10k exp stones, world bosses also drop them

also do lib dailies(reset at 8pm eastern) and craft

Yes once you're able to get a few regrades into it they are significantly better, I'd recommend getting at least celestial before upgrading it though

BTW what server are you on?
