Can't trade keys anymore, they changed that a while ago. You can still trade all the keys purchased BEFORE the switch but they are all 12$ plus. The made that change like half a decade ago. You buy keys directly from Valve for the $2.49 now but they aren't tradeable.

If you're going for a Bday gift your best bet would be to get a Steam Gift Card or "gift" them some wallet balance.
