Kinda seems weird but looks like a similar issue resolved by clearing that cache out. Maybe something old hung up in the overlay process and its unable to download the data from there. I suppose this fix would make sense then

Do you only have cs2 open or other steam games? If so go to the other game thats running and close the steam overlay tab thats probably open there, after that go back to the overlay while playing cs2 and it should work just fine, happens to me everyday when i have anorher steam game running in the background

I have only cs2 snd cs 1.6, running 1 at once

have you tried closing the steamwebhelper.exe in task manager and letting it open itself back up again?
