You get less credits for offline activities or potentially offline activities (such as custom games and forging) when you're connected to Xbox live.
This is done to prevent people from farming credits and reaching the rank of Inheritor in competitive matchmaking play just by attaching a rubber band to their controllers.
You'll notice if you've ever played Reach without connecting to Xbox live and then connecting to Xbox live that you lose a significant amount of credits and ranks when you connect it.
This is to compensate for any credit farming (rubber banding) that may have been done offline.
