I heard this rumor too, but I don't think there's anything behind it. I honestly don't see a point of it; just impose harsher penalties for quitting out and it'll be fine.

The 1-50 rewards the casual player who wants a competitive game when he logs on. Who wants to log on only to find that their rating has been reset

That's a contradiction. The "casual player" would be playing to have fun, not to get a high rank. Just give real penalties for quitting, and maybe improve the matchmaking system a little, and the experience for the casual player gets much better. Imo, the only thing a 1-50 ranking system would do is bring back the cheaters.
