I want to get a capture card.
Yes.

Would be cool if I could stream.

Suggestions?

Prefer not to spend a ton but doing so isn't out of the option either.

i would say for low budget dazzle :D its what i use and it gets the job done and fairly easy to setup and use. High budget hd pvr = sexy if your guna use a BMI i think its worth it just to spring for the haupagge.
