Also, I was thinking about it and Brutes didn't come in until the end of Halo 2. So, how come they are in Reach if it precedes both Halo 2 and Halo 1?

why are there jet packs and armor abilities in reach not any other halo's...

same can be said for the beloved Star Wars character R2D2 where in the 3rd movie (correct me if wrong) he has all these abilities that he lacks in the following (original series) story line with Luke.

Why are we able to go camo like the special elite honor covert op, and stay camo longer than an average elite honor guard?

The Star Wars legacy starts off IN the third movie. It's third movie to 6th, then 1 to 3.

Episode 1 and 2 plays off as Luke Skywalker finding out that Anakin Skywalker is his father. Episode 3 and forth plays as Anakin falling into the depth of the evil side; thus giving the new name, Darth Vader.
