From experience basically.
I normally don't change the ISO much, usually leave it around 100-200, SOMETIMES 400 depending on the lighting.
I hardly ever touch 1600 ISO, because it normally makes the photo noisy.
Changing the fstop also lets you get better bokeh in the background.
