No, it's saying "I'm going to run into this room here without any knowledge of what's inside, but no matter what I can't die." While it's true it can be incorporated into a strategy, it's also cheap and doesn't have much of a drawback (hence my suggestion to shorten and make it full use at once).
It also slows down the course of the game considerably. If you're trying to attack a base with someone inside and you have to run across mid-map to do it, you'll be shooting the person in that base but probably be getting shot by someone elsewhere on the map. If the person you're shooting goes into armor lock, you can't go running into the base since he'll knock out your shields when he comes out of armor lock, and you can't stay mid-map since you're getting shot by his teammate. It completely discourages any sort of aggressiveness or map movement whatsoever.
