As for in-game Halo connection, it's decent. In-game lag depends entirely on the ping/latency. So a low ping is all that matters. 60 is alright, also the "Prefer good connection" filter filters out all people over 100 ping. Download speed effects how quick you download film clips, maps, gametypes etc. Upload shows how long it takes to upload something to your file share.
