There are a lot of other rules restrictions I would add...
A good base start would be a spin off of the GB rules to be honest with a different scoring method.
To be honest I don't know how many people will do this with you sanctioning it.. But I'll offer advice..

1. Make rules to keep the matches as fair as possible with skill being the primary reason for winning (least amount of default wins as possible)
2. Set a GOOD scoring method.
3. As you were saying to prevent a sort of "boosting" make a rule like "one match may be played with the same person every x/xx amount of hours/days"
4. Have SHORT ladders to keep positive changes coming from feedback. (I'd say a ladder of some sort every 2-4 weeks)
5. Have end of ladder tournaments for extra points and/or fg something giving people the chance to still finish in top spots. (possibly something like a top 8-12 tournament for extra points+fg)
6. HAVE A PRIZE SYSTEM! (Possibly someone to sponsor this or a buy in of some sort with a reg from the forums to hold/distribute the fg to ladder winners)

This is just some standard stuff and some ideas that might make this 1v1 successful and possibly more than just a few games or 1 ladder.
