Halo 3 had terrible hit detection and a horrible BR spread. These are legitimate reasons, not "personal preference" by any means. Even on LAN you could regularly get blood shots, and the BR spread made long-range BR fights a coin flip. Even from top A to top B on Onslaught there's a huge spread.
Ok I won't deny the "bloodshots". That stuff wasn't intended, though.
The key to far range br shots (and, well, battle rifle duels at really long range is kind of stupid on both sides...it's a mid-ranged weapon with one scope for a reason, folks) is to continuously be scoped in, always clicking the scope button after getting hit.
And a rationale to the spreading at such long range is to help with weapon balance. It's a truly more accurate game than Halo 2 and its predecessor. You don't want a battle rifle to be the "everything weapon". A truly skilled gamer would know when and where to use other weapons for specific purposes, as well as how to maximize the potency of the weapon. By using the Battle Rifle at double-scoped Sniper Rifle range, you're using the battle rifle extremely poorly and not utilizing the map and its resources (weapons, grenades, boosts, etc) to your full potential and benefit.
