forrunners created flood and made the halo rings to control them in case of an epidemic , forrunners also created cities out side of "space and time" to protect there race from the halo rings for worse case scenario

i think i might br wrong there seems to be some adition to the lore of halo after the last time i looked into it,

now there is a new race called the precursors i guess and there more advanced then the forrunnners i dont know

Well, there was a Forerunner vs. Human war, so I don't think Forerunners are Humans.

the flood are ancient enemies of the covenant and well of any living thing lol they just happened to mix with something we created. which was gravemind
thats what i thought internet and games and books idk they seem to all go off by a bit if you read the books it says it all lol
