It goes mostly by kills and assists. I believe kills/assists are worth the same amount, and deaths are worth -1/3 a kill. Winning/losing plays almost no part in it, so people just go around stat whoring and killing you when you're low so the other team gets the kill. Only the top 4 in points in the game go up, so kids do anything they can to keep your score low and theirs high.

Arena has a lot of garbage players in it.

MLG does too but it's not as bad.
