It could be. It's not just Astros that do this. It's nearly every headset over $100.
Just move the cable to your controller in around a bit and see if the static stays constant or bounces around.
If it bounces then that's your problem, if not then it's a bigger problem.

I get a constant hum, but sometimes it spikes, I'm feeling to buy astros anyway but it's either those or new 360 and I'd rather a new 360 D:...can't play without headphones though.
