how the hell do i get the excalibur 2 for cecil i cant figure it out for the life of me

FF2 or FF4?
FF2 on SNES is FF4 hope you know. I'm currently playing FF2 and I don't have a character named Cecil so Im guessing it's FF4. Therefore I can't help ya.

I've looked on numerous sites, and I cannot seem to find any information about Excalibur II in FF2/4

Final Fantasy II Get Excalibur
In the underground, go to the land of monsters and get the rat's tail in a chest by the entrance. Then, in the overworld, use the HoverCraft to get to the silver mine near Silvara. Give the guy the rat's tail and he will give you Adamant. Go back to the underground and find the weapon master in the lower-right hand corner. Talk to the guy on the second floor and he'll transform your old Legend Sword into the super-powerful Excalbur. NOTE: Only Cecil can use the Excalbur.
