I was wondering how I get the personal chocobo. Or is the company chocobo the only one I can get. In which case how do I get it to fight with me?

you need to get lv 22 first after that you need to reach higher lv to get chocobo fight for you.

Not sure if the level requirement is 30 or if that's just what I was... but after doing my level 30 job quest there was an NPC in Camp Tranquil that gave me the quest

Level requirement is 30 which is when you can get the quest in Camp Tranquil.
