If the option is available, what site do I go to if I want to digitally upgrade to the CE?
I've read that is how it will be done so the whole game doesn't have to be purchased again.

The option to digitally upgrade your pre-existing account to a collector's edition status will be available at the launch of the game (August 27th). It may be a few days after release though if anything crashes and burns. Cost will be 20$
