I'd say Delita, but I don't really consider him a villain. He does some evil shit to get what he wants, but I don't consider him the villain in the game still with all the other shit going on lol.

I've always liked:

Wiegraf (FFT)
Queen Brahne (FF9)
Sin (FF10) (and by extension Yunalesca)
Seifer (FF8)

I think Kuja and Sephiroth are really cool too, and have an awesome music theme, but they are deluded and irrational... and Seifer is too fragile imo. The other villains can't compete imo.

I'm going to have to vote for Kefka, considering he was the only villain who had no means of ruling the world but to simply poison it and kill it, everyone on the planet including himself (as per his original plan). All other villains wanted pure power to rule over the planet/cosmos etc etc etc.

I think that anyone who isn't afraid to die to completely wipe out the planet and leave it at that, is quite a bit more dangerous than anything else lol.

This isnt my favorites, but I always liked the Judge Magisters and Doctor Cid from XII.
