Yes but the voice acting in Japanese is much better and I myself like the Japanese language 100% better than English.

I played the Japanese version months before the English version was released and I was able to do a couple chapters while not knowing any Japanese at all.
The game isn't very hard to figure out and there is surprisingly a lot of English in the Japanese version.
The job names are better but the voice acting is... "different".

In the end though it all boils down to being the same game. In my opinion, it's a waste of funds but that is only my opinion. If you have your heart set on playing it again, go ahead.
I wouldn't get that much enjoyment out of a second play-through, but if you will why shouldn't you capitalize on it. Isn't that what video games are for, enjoyment?

up to you, if XIII english version came with japanese language options, it'd be so much better.
but alas it didn't. other than that though, i don't entirely see a good point to getting it for $100 considering it is the same game with only voice acting and a couple things different in the game.
specially considering you don't understand japanese, it takes away part of the fun right there, needing to look up names when you do upgrades and what not.
