yeh been up there but for some reason the guy u talk to, to get the mission is lying on the floor and i cant accept

You have to do more missions then.

I'm reading around and it says you have to fully beat the game to unlock it... but you said you did so I can only assume doing more missions.

I wish I could remember what I did to unlock it... I'm sure I just did a ton of missions

that means you didn't do enough missions to unlock it yet.
if you follow the order it wouldn't matter, but you need to complete a certain amount before that one unlocks.
