stagger lock isnt that bad ... all it means is that they cant actually stagger an enemy, but they can still build the gauge... as long as you dont have it on all 3 party members then it isnt really a problem

But I'm all about Fang's Taming Pole, which also has stagger lock. With Hope as my first option to switch to medic, that leaves both my stagger lock characters active, and from experience, that doesn't work well.

just have a switch where hope is a rav(he's the best rav anywaiz)
