Actually, i'm on him right now, with NOTHING maxed at all.

I have 1750 health with Vanille and around 2k with Fang.

Btw i just beat him like 15 minutes ago.

I beat him with Hope strictly healing/buffing and everyone else attacking. Hope that helps. GL
