Not really sure what your talking about, I don't tend to pay attention to chars I can't use much which is why Aris never made it past base lvl. But I'll give it a shot anyway:
1: the developers were lazy/overworked/lost interest
2: At that point you only had battles with single enemies, and he was already overpowerd.
3: Who would use his materia when all it takes to slay is a single sword swipe from masamune.

If I'm wrong about this being the flash back to the reactor, then tell me. Don't flame me for posting about the wrong game/part of the game. Wait could you check his materia then?

This was the flashback from Nebleheim (SP? Too lazy to check) as they go towards the Reactor with Tifa.
