u are brought there lada in the story by kuja then once u get there just walk thru mountains tell u get there lada

When Kuja drops you off, just keep heading north. After a while you should see a gap in the mountains to the right, which goes round in a sort of spiral pattern and ends at a dead end. Oeilvert is at that dead end.
