I bought the collectors edition for this game long ago, am I eligible to get this game for free? or do I have to buy it again?

How do I know if its the CE 1.0?

You do not have to buy the game again, you will receive 2.0 for free along with all of the C.E items from 2.0.

You will also receive two weeks free

You will not however have early access that starts Saturday morning 2am PDT

Possibly. He has to go to his select service under account management and see if next to FFXIV it says legacy. If so, then he does qualify for early access, if he doesnt have the legacy symbol, then no he doesnt get it.
