Rest is basically dependant on the role of the character.
Tornado goes on strenght
Curaga for Health
Triple for Magic
how you start this game: squall and quistus go out of the garden and get a random encounter. You'll get 1-3 bitebugs. Kill 'till there's 1 left, then draw stock all his magic. If you get low on HP, draw cast cure. Do the same in the cavern of ifrit (use 40 mins, it doesn't affect your seed rank. the ammount of time REMAINING after you kill ifrit does however). Just avoid bombs.
When you have the ifrit card, go play the Quistis Groupie (#1 or #2, can't remember) in the back in the cantina for the Quistis card. Play the kid running around in the main area of balamb garden for the Minimog card. Play Headmaster Cid BEFORE THE SEED MISSION for the Seifer card. Ma Dincht has the Zell card.
When you have a nice starting deck, keep playing the Quistis Groupie in the back for Abyss Worm cards, these transform into windmills and 1 windmill = 20 tornado's. 100 tornado's on strenght makes you hit for about 4000 with squall, with trigger.
10 Elnoyle cards refine into something, and that something gives you 10 pulse ammo (lionheart needs 12) so stock up on those too.
cardmodding a T-Rex can give you a shumi tribe card, which is a great starting card.
You can draw Siren from Elvoret (dollet radio tower)
