Suikoden 2 shits all over FF7 and just about every other game out there... sorry lol, FF7 is not the best PS1 RPG. Suikoden 1 beats it too.
FF7 doesn't have a good battle system, the graphics might have been something different than what was traditional for RPG's at the time, but that doesn't give it enough points to make it the best on PS by any means. Breath of Fire 3 was better, both PS1 Suikodens (though they are rare as hell), Chrono Cross had some very good points, Xenogears was bitchin, Star Ocean 2 was great, based off of the Tales of Phantasia (SNES) system and improved upon..
It didn't take anywhere near full advantage of the PS1. It had MIDI sound, when it is a CD format game that could easily have supported MUCH better music (Chrono Cross for example). The CG scenes were nice but the rest was inconsistant. If it were truly 3D it would have been more groundbreaking.
Mario 64 and Ocarina of Time were probably the most groundbreaking games for their time, Mario being the same year as FF7, and Zelda the year after. PS wise, Descent and Resident Evil broke a lot more ground.
Obviously you haven't played very many games or even just RPG's on the PS1 if you think FF7 is the best there is.
But that's a good thing for you, you have a lot to see and have fun with
