kefka was the best villain

say what you want about cloud being emo/cliché or w/e but he was a dynamic hero that changed and developed throughout the storyline. In my personal opinion the cliché "aloof cool guy persona" worked well given the setting/storyline of the game

I agree with Kefka being the best (or one of the best) villains. He was just so 'in your face.' None of the other main villains had the same sort of presence that he had throughout the game. You could probably argue that Sephiroth was, but Ultimecia (VIII) was sort of introduced way later in the game. Necron (IX) was the same way, I don't think we had even heard of Necron 'til disc 4 when we're about to beat the game. Sin (X) was a cool idea but was still very passive compared to Kefka. I can't really speak on behalf of any of the earlier games, as I haven't touched IV in over ten years and I've yet to beat V.
