Outside of doing extremely clutch high level stuff as a ninja etc. I haven't seen latency be an issue at all. I have played both, and it wasn't that big of a deal.
FF14 has surprisingly good servers/infrastructure to make it not matter that much. My friend here mains NA Gilgamesh from Japan and does fine at top tier end-game content, so I am not sure what you are talking about.
