If they payed for three months subscription, they are legacy. They get the game for free, get early access, and if they had 1.0 CE, they get ARR CE for free (digital CE at least), as well as early access. They can bring over their players from 1.0 to ARR including their retainers, and a slue of vanity items. As with all other FFXIV ARR players, they get to play for one month for free before subscriptions kick in. Some time long down the road they may be able to swap to our servers once the amount of Gil they have would no longer ruin the new servers' economies. They have an option to create new characters on any other server, of course.
If they did not pay for three months subscription in 1.0, they are 1.0 non-legacy. They get the game for free, do not get early access, and get to play for two weeks from launch for free before subscription. If a 1.0 non-legacy player wishes to purchase FFXIV CE, it gets a little wonky because of how SE does their accounts...and they would need to purchase the PS3 CE (yes, I know it's stupid, but that's how it is apparently). Otherwise, they get grandfathered into ARR as stated before.
