It's not getting changed.
Very disheartening. The excuse of catering to beginners is exactly what it is, an excuse. How does it help a beginner in any way at all? If it takes them 2.5 seconds to think, then they can still take 2.5 seconds to think on a 1.5 GCD. But what happens when they learn? Congrats you can't further improve. Only disadvantage would be in PvP. Like saying education in America is too hard so we're dumbing it down for kids to catch up, oh wait, got fresh idiots doing things they are "qualified" for already.

True there will be a lot more abilities at 50 but at that point the player should know what goes with what seeing how attack skills are so few and not very many complicated utility skills. BUFF BUFF BUFF use attack skills in sequence. Literally that's how the skills are. No counterplay or uniqueness at all. Pugilist only one that has something different with stances but even then that's just a glorified combo system.
Look at league. Has over 100 champs yet level 30's know 75% of what all champs do. That's 300 skills that they know not including passive. (4 x 75) And League is VERY casual.
WoW has 25+ skills for each class, most skills having a unique property to them.
FFXIV skills literally most of them don't change in function.
