Can these Waypoint Transports take you to other towns/places?
like palumpolum for instance? or just take you back to gran pulse?

their only on gran pulse AS FAR AS I KNOW

argh i guess there goes my throphy for collecting all accessories/weapons since im sure ive left something behind

No. These C'ieth stones only appear in Gran Pulse, as said earlier at the beginning of Gran Pulse when you were introduced to these stones. There are alternative ways to get to these places/towns, but not by teleporting. I guess it's the same thing as teleporting since you take airplanes or whatever else transportation there is in the game.

I'm only at the beginning of Chapter 13, my friend said I can go back to Gran Pulse in 13, but I haven't played since then so I don't know what they have that brings you back to Gran Pulse.

You should be able to go back to Cacoon from Gran Pulse vice versa. As far as I know, going back to Cacoon will only make you go onward to the story line, and I don't believe there are actual towns like the ones in FF12.
