Does nobody remember FFVII's final scene? THAT set the standards for FMVs since FF7 was the first FF to use FMV. FFVII's final scene blew out any of the other FF's, though 8's dancing scene was incredible and 10 had a few near-epic ones.
It was cartoony and cheesy though; FF9 pushed the limits of what the PSX as a system was truly capable of for cutscenes, they were much more clean and showed a more mature usage of the technology, FF7 was more of a prototype in style than a standard. And since it proved popular, it was mimicked and repeated quite a bit by Square in the following games, made them a metric fluckton of money.
