No, there is no 100% legendary deck that can reach Legend without luck (a good long chain of seriously unlucky opponents).

decks don't carry people in legend. if u are bad and netdeck, here is a flashnews: you have the same decks as everyone. only the way you play will make a difference. if you are good u can get legend with the most stupid deck you carefully think about.. not like getting legend is a real challenge.
