Sylvanas is in more decks than Ragnaros currently. Both are worth crafting.

In hindsight, I'd get cards I need for decks over the Legendary.
This was my decision too, I either wanted to get Sylv or Rag, ended up getting Sylv.. but barely use her.

I find that I use Ragnaros much more often than I use Sylvanas.

If you like defensive control decks then go with Sylvanas, if you like having some offensive capability then go with Ragnaros.

(clearing the enemies minions on the same turn that you summon ragnaros is always a nice 8dmg to the face but hes unpredictable if the enemy has multiple minions)

he will need Big game hunter and other similar rare/epic used in most decks over legendaries for sure ^^
