And it's not like Level 20 in WoW is long. I did it in a day and had never played WoW before. Longest part is level 15.

You dont need game time to play toons under level 20
That way everyone who wants to get that paladin skin can get it

Assuming you want to download 31 GBs of WoW just for a skin :ph34r:
