Doesn't make a whole lot of sense, although Blizz doesn't make sense sometimes.
If it's a free wing expansion + a full expansion, that's fine & makes sense to be friendly to new-comers.
I have been complaining since release that Blizz needs to be pumping out more cards, keep more cards in rotation, and be more vigilant in balancing base set cards to keep them relevant (not to nerf them out of play forever). If they start releasing an extra
free set on top of what they already plan to release each year, that would be awesome for standard rotation, and good for bringing in new players.
