I understand the gameplay of Chronicle is different, but just look at the time line of hearthstone and Chronicle.
HS drops (officially) in 2014 sending WoW subscriptions through the roof. (thanks to a wow expansion also) The very same year Jagex announces their new CCG at runefest, much earlier than the actual development since the game didn't actually come out for another 2 years.

It's pretty obvious why they did this and where the got the idea. It's no different than blizzard trying to emulate LOL with HOTS. Sure the gameplay is quite different, but it's pretty obvious where they got their idea from. :p
