that is what it means. This card will be good in arena I think

the 1 is cheaper, hence is why new players are more likely to buy packs since otherwise it'd be impossible to catch up unless you spend hundreds

not many people are buying the old set cards in the first place anymore.

That's exactly why they're giving a ''Free'' Legendary. They want to encourage people buying more packs to make the legendary work.

If they do it correctly the new cards will be less strong on average and casual players can go on their merry way with brm + nax + explorers since they will be better cards anyways in wild.
Players at the top level are gonna buy the expansion no matter what. They were before, they are still going to now.

In the long run though, this is all speculation.

naxx nd brm will no longer be purchasable and will need to be crafted after this patcb
