No, nobody puts a three mana card into their deck for deck thinning purposes lol.

Even if we ignore the damage, warlock hero power costs 2 mana per card while Arcane Intellect costs 1.5 mana per card. It also combos with Mana Wyrm, Apprentice, Flamewalker etc

Yeah it's much better than arcane intellect, and they have infinite amounts of it.

Arcane Intellect is 3 mana per card because arcane intellect itself is a card that could be something else instead.
You're really just drawing 1 new card and thinning the deck 1 extra.

arcane intellect is mostly bad,

as ppl mentioned here, instead of AI, you could put there anything good, so you dont have to spend 3 mana to get that card.

But Arcane Intellect could not be one of your most powerful cards because you're already playing those regardless. So while Arcane Intellect can possibly turn into your best card and 2nd best card, whatever you would replace it with would certainly be your worst card.
