Do you still run finley in your agro shaman? if you do then its definitely a bad card..
playing totem golem tuskar and flametounge make it a pretty easy include though. if you have a proper opening curve the card is ridiculous.

To expand on that a little.. Tuskar in the worst case scenario gives you 3 mana worth of minions on the board. in the best case it gives you 5 mana worth of value.
For a 3 drop, playing it on curve and hitting your 1/3 chances of the 5 mana value is so insane it often time just wins the game right then and there.

Think of rogue to put some perspective on 3 drops.. Si agent is essentially a 3 cost 3/3 with a built in backstab that sometimes, more then often you can activate for value.. but often times an si agent is played simply for tempo, and it is an auto include in 99.999% of rogue decks.

How could you not include tuskar in virtually any shaman deck is like mindblowing at this point.
