TL;DR - Unlike you really enjoy arenas, this game is P2P or budget.
Budget decks are OK. You cannot build the decks that you want to play. When I first started I was stuck with budget zoo and wanted to play Miracle Rogue but I needed 2 Preps.. Edwin.. Malygos.. Leeroy all these expensive cards when I barely had anything. I consistently disenchanted EVERYTHING to make Miracle Rogue. There was absolutely NO WAY I could make it though. I had to spend money and I did. I used to play all these budget decks and I would set a dust cost range on Hearthpwn to help find the cheap decks. Eventually I spent enough money that I'm usually upset when my deck isn't at least near fully golden.
1. Play with budget until you can afford to buy packs
2. Grind arenas with your gold (3-4 wins will at least break even on the gold spent, if not reward more)
3. If you don't have expansions, especially Naxx, you have to spend money. Gold takes too long.
There are PLENTY of decks that are very budget that can make legend.
I realized the deck lists will probably change some of the weaker cards (like coldlight) so I'll sit on my dust. It took until literally a week or 2 ago for that tempo rogue to be posted, there wasn't a "budget" deck that could go rank 10+.
I'm pretty proud of myself though.. my shitty tempo addict mage got to rank 15.
