DrLat moves on to the next round; his opponent was having timing issues

IF the match between Zinaga and Garnier does not take place by end of tonight I am moving Garnier to the next round; Zinaga has been having some issues as well and I know for a fact both have been trying hard to get the match underway but at somepoint decisions have to be made for the integrity of the tournament and the participants that are waiting etc etc
