They don't have to if they care nothing at all about wild being a fun or balanced mode.
Thinking about completely broken card combinations when releasing new cards will likely still be a thing, particularly when hearthstone is a casual-friendly CCG and only has the two constructed formats and both are ranked.
Theres a good reason why even vintage has a ban list and isnt included in pro tour events.
Eitherway it doesn't matter too much to me... Maybe youre right here... They did say(benbrode) that 2-20 cards from the original set would be adjusted to better power levels.. which might be enough.. Its also hard to say that what we currently use isn't already absolutely imbalanced//broken.. I recall a thread about combo druid//savage roar the other day.. -- which I think is pretty broken.. perhaps will be fixed.
Also, with vintage mtg.. theres nothing stopping anyone from running any card they want to play with their friends.. Ban lists are for tournaments.. casually you can play whatever you'd like - i imagine this is their idea as well with wild format.. anyways.. its w/e.. HS will be a little more $$ dependant from then on, seeing as so many decks//cards wont be playable.. Everyone will need access to all the current cards.
I for one only opened like 55 packs on TGT release... you'd need 4-5x that many packs to have the set 3/4s completed.. Which would be required to play at any competitive level I'd imagine..
