Yes in a perfect world, manu pros have gotten basic card decks to legendary. I'd bet most legend ranks couldn't do that. Its much easier for a top meta deck to get high regardless of the player, although at a point the deck will require a good player to make the most out of it or they wont continue to climb.

Takes quite a while to actively be able to play around 2-3 turns in advance. There are a lot of different things that can be played.

But no matter how good you get at the game a lot of it is just luck
